The design of the "Tholos" began in 2002. The project studies were conducted under the supervision of the Foundation of the Hellenic World, specifically the Project Coordination Service. The architectural studies were carried out by architects George Andreadis, Natalia Efremoglou, and Ioannis Tsiomis, the electromechanical studies by the office of Diamantouros Ltd., and the static studies by the company OMETE. The special technology studies were carried out by the company Visual Acuity Ltd. in collaboration with the involved technological departments of the Foundation of the Hellenic World: the Support and Audiovisual Media department and the Virtual Reality department. The company Acuity Ltd. contributed overall to the architectural and functional design of the project. The technical consultant of the Foundation of the Hellenic World for the project was the company KION ATE.
The state actively supported the implementation of the project: the studies were funded by the Public Investment Program, since 2003, while the Administration and Supervision of the project was funded through the Public Investment Program. The construction and equipment of the "Tholos" were included in June 2004 in the Regional Operational Program of Attica of the 3rd Community Support Framework, with 50% funding from the European Regional Development Fund and 50% from national resources, with an inclusion budget of 12,000,000 euros. The total expenditure for the project amounts to approximately 15,000,000 euros, including the studies and the project administration-supervision.
The project was implemented with efficiency and transparency, fully adhering to the high design specifications, in a short period. The construction works began with the retaining excavations in 2004, while the main construction works started in January 2005. The installation of special technologies took place mostly in 2006.
